Apple Maps awaits EU decision on gatekeeper status

Apple Maps could soon be subject to stricter regulations in the European Union. The European Commission is currently examining whether the service meets the criteria of the Digital Markets Act and should therefore be classified as a gatekeeper. This follows Apple's announcement that Apple Maps and its advertising service, Apple Ads, have exceeded the relevant user thresholds. A potential gatekeeper classification would significantly alter the handling of features, interfaces, and market mechanisms.

The Digital Markets Act was created to impose strict rules on large digital platforms and ensure fair competition. Some Apple services already fall under its purview, including iOS, iPadOS, and the App Store. These have already been required to open up in the EU, for example, by allowing alternative app stores and new payment methods. Now, Apple Maps and Apple Ads are coming under regulatory scrutiny. Apple strongly disputes this classification, but the EU will now examine for 45 days whether the criteria are met.

Apple Maps in the EU's focus

The Digital Markets Act applies to services that reach more than 45 million active users in Europe. Apple has officially confirmed that Apple Maps and Apple Ads exceed this threshold. This automatically triggers the legally mandated review process. The EU's goal is to determine whether Apple Maps qualifies as a central access point and is therefore subject to gatekeeper obligations.

Since Apple has already had to make significant adjustments to other services, it's well known how far-reaching such requirements can be. The changes made so far to iOS and the App Store demonstrate that a Gatekeeper rating can have a substantial impact on product design and business processes.

Apple's argument against gatekeeper status

Apple rejects the classification of Apple Maps and Apple Ads as gatekeepers. The company argues that Apple Maps plays only a limited role in the European market. Compared to Google Maps and Waze, its usage is significantly lower. Apple sees the situation similarly with Apple Ads. Google, Meta, and TikTok dominate the advertising market, while Apple's own share is small.

The EU will now clarify whether the absolute number of users is decisive or whether market share and the competitive situation carry more weight. This very point is at the heart of the upcoming decision (via Reuters).

Possible consequences for Apple Maps and Apple Ads

Should the EU conclude that Apple Maps must be classified as a gatekeeper, Apple will have six months to implement additional requirements. The exact measures that would apply are currently unclear. However, the requirements of the Digital Markets Act typically include:

  • improved interoperability with competing services
  • the obligation to disclose certain interfaces
  • clear restrictions on favoring one's own offers
  • Greater transparency in data and technical processes
  • stricter rules for the advertising sector

This could necessitate changes to Apple Maps' features or greater openness to external providers. Apple Ads would also need to become more transparent and subject to stricter controls.

Timeframe for the decision

The European Commission has 45 days from the date Apple notifies the Commission of the issue to make a decision. This decision is expected in early 2026. Should Apple Maps be classified as a gatekeeper, a six-month period for necessary adjustments will begin from that point.
