This means that neither WhatsApp nor its parent company Facebook will be able to access it. Once accepted, users can use the transcription service with a new “Transcript” section.

When a message is transcribed for the first time, the transcription is saved locally in the WhatsApp database, so you don't have to transcribe it again if you want to see the transcription later.
