Apple appears to have postponed its new “iCloud Shared Photo Library” feature for iOS 16, which is scheduled to be officially released on Monday, September 12th.
In iOS 16, currently in beta, Apple introduced "iCloud Shared Photo Library" to make it easier to share photos with your friends and family. With this new feature in iOS 16, you can create a shared library using a new option in the Photos app and then invite anyone with an Apple device to view the photos, contribute photos to the library, and edit the photos within it, such as favorite images and adding captions. There are no restrictions, and everyone has equal rights.

In a footnote at the end of the iPhone 14 press release However, Apple says that "iCloud Shared Photo Library will be available in a future software update."
