Apple today announced that developers will continue to be able to submit new and updated app applications through App Store Connect during the upcoming holiday season.
Apple points out in the blog post that the checks will be possible from 24 to 28 November and from 23 to 27 December, although they will also require more time:

We're excited to be accepting submissions through App Store Connect again this year over the holidays. Make sure your apps are up to date and ready for the App Store's busiest time. Due to the expected high volume, we recommend submitting time-sensitive submissions early. Please note that review may take longer from November 24-28 and December 23-27.
